TALLAHASSEE, Fla. (WTXL) — The system moving west in the southern Caribbean is still poised to bring heavy rain to sections of Nicaragua and central America, but its opportunities to form into a tropical depression continue to decrease as it encounters a zone of strong upper-level winds in the northwestern Caribbean this weekend.
