TALLAHASSEE, FL (WTXL) - Two Franklin County Correctional Officers have been charged with conspiring to violate the civil rights of an inmate according to United States Attorney, Pamela Marsh.
William J. Ray, 40, of Carrabelle, Florida, and Corry B. Fletcher, 43, of Bristol, Florida, were charged with conspiring to violate the civil rights of a state inmate and depriving the inmate of constitutional rights at the Franklin Correctional Institution according to Marsh. Fletcher was also charged with obstruction of justice.
The indictment unsealed by Marsh's office Thursday alleges that in Ray and Fletcher, "...conspired to intimidate a state prison inmate in the free exercise and enjoyment of the constitutional right not to be subjected to cruel and unusual punishment by correctional officers."
They are also accused of physically assaulting and injuring an inmate and that Fletcher misled FBI and FDLE agents.
The case is being investigated by the FBI, and the Florida Department of Law Enforcement, with the assistance of the Florida Department of Corrections' Office of Inspector General.
The case will be being prosecuted by Assistant United States Attorney Stephen M. Kunz.
