MARIANNA, Fla. (WTXL) - Police are searching for a man who's been performing roof repairs for local Hurricane Michael survivors without a contractors license.

The Marianna Police Department says they have been investigating illegal contracting following Hurricane Michael.

During the investigation, police received information that Total Package Environmental Services Inc. has been acting as a licensed contractor.

The information indicated that 35-year-old Carvell Curry and 50-year-old Thomas Powell Jr. were operating under the business name of Total Package Environmental Services Inc. and performing roofing repairs and total roof replacements which require a contractors license in the State of Florida.

Investigators determined that Curry and Powell did not obtain permits to perform the repairs and replacements.

They say Curry and Powell were completing handwritten proposals or contracts, leading homeowners to believe they were licensed contractors. Both subjects collected cash down payments from homeowners prior to beginning the repairs.

On Thursday, police say warrants were obtained against Curry and Powell for three counts of contracting without a license while under a governor declared state of emergency.

That same day, investigators located Powell at a job site on Fairfax Road in Marianna. Powell was arrested on the warrants and transported to the Jackson County Correctional Facility.

Curry has yet to be apprehended.

If you have entered into an agreement or have had repairs completed by Curry, Powell, or Total Package Environmental Services Inc., you are also urged to contact the Marianna Police Department, as the investigation is ongoing. 

"We believe there are more citizens that have had repairs completed by these individuals or this business which may result in long term complications as a homeowner.”

In order for roofing work to be completed on your residence or business, police say the business and the individual must be a licensed contractor. The contractor then has to obtain a permit before the repairs or replacement can be performed.
