TALLAHASSEE, FL (WTXL) - Federal and local law enforcement came together to arrest a man in Tallahassee for the murder of a 14-year-old Jacksonville girl.

Bryan Goggins, 24, was arrested at an apartment complex on South Adams after police negotiated for his surrender for about an hour according to the U.S. Marshall's Office.

The Florida Fugitive Task Force set up surveillance an apartment complex on the 3000 block of South Adams Street Monday afternoon. After spotting Goggins leave and return to the complex, the task force surrounded the apartment he was staying in.

K-9 and helicopter units from Tallahassee Police Department and the Leon County Sheriff's Office were brought in as well.

Police said that Goggins killed the teenage girl on August 12th in Jacksonville.

He is also the only suspect in the shooting where at least 3 people were shot, according to investigators. Police alleged that he stepped out of a car following an argument and opened fire, killing one.

Police said he was also the only person witnesses identified as the shooter. Goggins has been moved to the Leon County Jail until he can be moved to Jacksonville.

Investigators across a multitude of agencies to include Tallahassee Police Department, Jacksonville Sheriff's Office, and others, said they are working on getting a search warrant for the apartment.
