Sex offender arrested for prowling in Tallahassee parks, maintaining contact with child

TALLAHASSEE, Fla. (WTXL) — A twice-convicted sex offender has been arrested after investigators learned he was possibly maintaining sexual contact a 16-year-old child and hanging around local parks.

Issac Green, a registered sex offender, was taken into custody on Tuesday.

According to a probable cause document, Leon County deputies responded to a home on Bayberry Drive on Feb 15. in reference to a suspicious incident. When they arrived, they spoke with a family member a 16-year-old child who said that 35-year-old Green had been "spending time" with her.

The family member said that he found out that the victim was with Green earlier that day and saw them sitting on a bench together. When Green realized he had been spotted, he walked away.

A few days earlier, investigators note that a deputy had also spoken to Green over the phone and learned that Green had been kicked out of his registered address, despite Green denying it.

Documents say deputies then spoke a witness who knew the victim and had been with both she, Green, and a young child earlier that day.

The witness said that all three rode the city bus and eventually ended up at Myers Park that afternoon. While at the park, the witness told investigators that Green was on the swings with the young child when he made a comment to the victim about engaging in sexual activity with the 16-year-old.

According to court documents, the witness also reported seeing Green touching the victim throughout the day, but was unsure what exactly was going on.

But when investigators spoke to the victim, she denied engaging in sexual activity with Green and said that she had never gone anywhere alone with Green.

Based on the evidence, investigators found probable cause to charge Green for sexual contact with a child under 18 as a registered sex offender, failure to report residence change as a registered sex offender, failure to report vacating permanent residence as a registered sex offender, and failure to comply with sexual offender registration law.

He was arrested on Tuesday and is being held in jail on no bond.

According to the Florida Department of Law Enforcement's records, Green was twice convicted on lewd and lascivious battery charges (victim 12 -15 years old) in 2002 and 2004.
