Taking a look at the tropics indicates a very quiet Atlantic Ocean. Overall, copious amounts of dry air and shear are prevalent in the Atlantic Basin. With these ingredients, it will be hard for anything to develop in the short term outlook. On the flip side, with hurricane season escalating into the most active month on average, September, expect the tropics to become more active in the long term outlook.
