On this day in 1989, according to The National Weather Service's storm data, Low pressure built off the coast of North Carolina, which in turn brought freezing rain and heavy snow there as well as Virginia. Franklin County in Virginia received up to 18 inches of snow and around Charlotte, NC, freezing rain was reported to be two inches thick.
