TALLAHASSEE FLA. - The Tallahassee NAACP invited the board of elections in to help clear some things up on a controversial bill that restores voting rights to felons.

The most recent bill passed will restore voting rights to felons, with the exception of convicted murders and those with sex offenses.

The bill also requires felons pay any outstanding financial obligations like court fees.

The Leon County Supervisor of Elections Mark Early spoke to a group at the NAACP.

He discussed exactly what the bills means for those who may still owe court fees or restitution.

"They have big registration efforts and I think they are trying to understand the implications of the new legislation. It hasn't been signed by the governor, but once it does, which everybody expects it will be. But as people are registering people to vote, everyone wants to understand the ins and outs of the new laws," says Earley.

If the Governor doesn't sign the bill, it will still become legislation unless he vetoes it.
