(CNN) - The Trump administration's plan to curb legal immigration could hurt the U.S. economy.

Two recent studies said the RAISE act would erase 4.6 million jobs by the year 2040, and shrink the economy by two percent.

The White House called the results inaccurate and said Americans can fill in those job losses for foreign workers.

The RAISE act was introduced last week.

It would slash legal immigration in half, require English proficiency and rank possible immigrants based on skill, expected salary and age.

The University of Pennsylvania's Wharton School of Business published the report on Thursday.
