MANITOWOC, WI (WBAY/CNN) - Police officers said they believe a naked suspect making threats in the street was under the influence of drugs.
Travis Tingler, 33, made a comment about being allowed to walk around naked, which is not allowed, to officers who responded to the call.
"We have local ordinances that you can't walk around without your clothes on, so the officers just approached that," said Andrew Trilling a Manitowoc police detective.
Officers found Tingler's pants and a knife and forced him to put the pants back on. Hearing from dispatch that another police department had an operating while intoxicated warrant for his arrest, they put him in handcuffs.
Police said two attempts to use a stun gun on Tingler didn't work. The third try hit a lighter in his hand, starting a fire and singeing the suspect's chest hair and beard.
Police dashcam video shows the third Taser shot take him down.
Police took him to the hospital and then to jail, recommending charges of felony resisting, battery to a police officer, disorderly conduct and lewd and lascivious behavior.
