Man shot 20 times while holding cellphone

SACRAMENTO, CA (KOVR/CNN) - Residents in Sacramento, CA, are demanding answers after a man holding his cell phone was shot and killed by police.

Police said it all started when concerned residents notified them about suspicious activity in the neighborhood.

Police chased Stephan Clark, cornered him in the backyard of his grandparents' home and shot at him 20 times.

"It doesn't seem real,” said Stevante Clark still shook up after losing his brother Sunday. “In the heart of California, it doesn't seem real. I know there could have been another way. He didn't have to die."

Stephen Clark was breaking car windows and a home glass door in South Sacramento when he was confronted, police said.

Police said Clark extended his arms with something in his hands.

"Fearing for their safety, the officers fired their duty weapon striking the subject multiple times," said Sacramento Police Chief Daniel Hahn.

Clark was killed, only a cell phone recovered at the scene.

"He didn't deserve it," Clark said.

Stephan Clark had a troublesome past.

He was arrested several times before for various crimes, but his brother said he recently noticed a difference in him.

Frustrated speakers also took on city leaders.

"Did Mr. Clark really have to die,” asked Richard Owen, pleading with the Sacramento City manager to take action against the officers.  “It does seem that way to the community."

An oversight committee will review the investigation.

Clark's family will see any and all video from the scene.

The public will also be made aware of the investigation's findings.

"What we can do is make sure that our processes are transparent and open and that we are communicating with the public as much as we can," said Larry Carr, Sacramento City Council.

Police said the department will release body camera video and footage from the helicopter within 30 days.
