Legislators propose tougher animal sex abuse laws in WI

MADISON, WI (WLUK/CNN) – A hearing was held calling for tougher animal abuse laws, two weeks after a serial horse abuser was sentenced.

"It's distorted, and depraved, it's stomach turning behavior," State Rep. Andre Jacque said.

Jacque said, the legislation would make the first offense a felony, rather than a misdemeanor and it would increase the penalties for repeat offenders.

There was opposition from one state lawmaker who questions whether the law needs to be changed.

"My problem is there only appears to be one person who is really a danger,” State Rep. Frederick Kessler said. Is there other people?"

The bill will soon be in the hands of the Assembly's "Criminal Justice and Public Safety" committee.

Jacque said, he hopes it will be voted out of the committee and eventually make its way to the Assembly floor.

The committee is expected to meet again next month, but it's uncertain whether any vote will be taken.
