TALLAHASSEE, Fla. (WTXL) - A man has been arrested after police found him naked in a parked car with a 15-year-old victim.
Richard Carter, 23, was arrested on June 30 for two counts of lewd and lascivious battery on a child and driving with a suspended license.
According to court documents, a Tallahassee Police officer was in the area around 4 a.m. near the Piney Z subdivision when he spotted a silver Nissan Titan with a shirtless man's back to the door.
When the officer pulled up, he saw another person with their head in a position "consistent with someone giving oral sex."
The officer shined his spotlight on the car, and saw a person jump to the back seat. The driver, Carter, also began shuffling around the car.
The document says that the officer tried to talked to the driver, but the driver ignored him, focused on trying to stand up to put some pants on.
Eventually, the Carter acknowledged the officer and was handcuffed.
The officer then went to talk to the passenger who told the officer that he was 15 years old.
The victim said that he had met Carter on "Grindr", a phone app, and wanted to hang out so he snuck out of his house. The victim said that the two had not talked about anything sexual before meeting, but when they had met, he had "got the feeling of [Carter's] intentions."
The victim told police that he was scared when the two began performing oral sex on each other and stated that he was "relieved" when police arrived.
Carter is in jail on a $52,500 bond.
