TALLAHASSEE, FL (WTXL) - A man is under arrest after police said they found 29 pornographic images and videos involving children on his computer.
According to the Tallahassee Police Department, officers were investigating instances of child porn using the file sharing application BitTorrent.
On a program like BitTorrent, users are able to download files shared between multiple computers. It does this by downloading the file in part from multiple users, called seeders, who have the full file on their computer already. The software then puts it all together to create one complete file on the computer of the person downloading the file.
Police said in December 2015 they found three files were shared, in part, from a computer with an IP address in Tallahassee.
When police served a search warrant on the home on Balsam Terrace where the IP address was registered, they said they came across Norman Kelleher. According to police reports, Kelleher had admitted that he used a program called Ares for a short time, but after discovering the content of what he downloaded was pornographic, he said he deleted the files.
When police seized Kelleher's computer, reports showed they found encryption and anti-forensic software, which is used to make files more protected. In addition to finding an incomplete video download, police said they also found 26 pornographic images involving individuals who they said are readily identifiable as being under the age of 18.
Kelleher was arrested by Leon County deputies on Saturday and charged with 29 counts of possession of child pornography. He was released on bond and ordered not to use the internet or have unsupervised contact with any minors.
