TALLAHASSEE, FL (WTXL) - The Tallahassee Ethics Board shuts down a complaint against a former commissioner and other city leaders, claiming they were defrauding city taxpayers.

The complaint alleges former commissioner Debbie Lightsey and other commissioners at the time, approved a deffered compensation plan, in which the city would contribute $22,000 a year toward members' retirement.

That practice was abandoned in 2010.

The complaint says the plan violates the city charter's limitation on the salary of elected officials. It also claims Lightsey is receiving improper compensation.

The ethics board voted out the complaint, saying there was no legal sufficiency.
