Residents in Osceola Ridge Apartments terrified after shooting

TALLAHASSEE, Fla. (WTXL)--Police are investigating a fatal shooting that happened Wednesday night. Residents are worried about their safety.

Chen Li and her roommates said they have been living in the Osceola Ridge apartments for about four months.

They're all students attending Florida State University.

Li said she was working on her computer when gunshots rang out Wednesday night.

"First I heard three pow pow pow sounds, and at first then i thought maybe it was fireworks," said Li.

But what Li heard were the shots that killed 21-year old Joshua A. Frazier.

"I was very nervous because this was the first time I saw a dead person so near," said Li.

She said she and her roomates looked out their window and saw the body laying next to a car.

Police arrested 20-year old Oscar Williams is charged in connection with the murder of Frazier.

The police affidavit stated Frazier and Williams are accused of being involved in a robbery and internet scam.

The tragedy really hit home for Li and her roomates. They normally stay out late to study---but now say they don't feel safe doing so.

"I sometimes come back late in the night like 11 12 or even later what if it happens when i just came back i maybe shot by someone," said Shuanglong Zhang.

The property manager said they have hired extra security to monitor the apartments to make sure this never happens again.
