WAKULLA COUNTY, Fla. (WTXL)--Ballots are being counted in an election which will decide if Panacea will become an incorporated city.
Residents had to mail in a ballot, and elections officials are counting them until 7:00 p.m.
Governor Rick Scott signed a bill in May which will allow incorporation if approved by voters in a referendum.
