Senate Republican leader Mitch McConnell of Kentucky says the law will probably be the biggest issue in 2014 and an albatross around Democrats' necks.
House Republicans are even trying to link the law to the Internal Revenue Service scandal.
But some independent observers say there's a risk for Republicans if they're wrong.
