TALLAHASSEE, Fla. (WTXL) - A Tallahassee man was arrested after he punched a disabled person in the face for no reason.
Travis Noffsinger, 25, was arrested by the Tallahassee Police Department on April 26.
On April 7, TPD was called to Corrib Drive to take the report of a battery on the victim.
The victim is disabled and suffers from tumors that affect his hearing and vision. He also has limited mobility and impairment in his right arm.
When talking with officers, the victim said he was at The Moon around 1:30 a.m. on April 7 with his friends preparing to leave the bar.
He stated he had to use the bathroom before leaving, so while walking to the restroom, Noffsinger said something to him.
The victim told officers he did not know Noffsinger and as he started to reply, Noffsinger punched him in the face, causing his nose to bleed as well as his face to swell.
The victim stated he doesn't know if he lost consciousness, but informed officers due to his poor vision, he would not be able to identify Noffsinger again.
The police report states, when the victim returned home he told his mother about the incident and was taken to urgent car due to concerns about the trauma aggravating his medical condition.
On April 10, officers spoke to a witness who said that on that night of the incident, Noffsinger was extremely intoxicated.
The witness stated that Noffsinger punched the victim for an "unknown reason" and when Noffsinger woke up the next morning, he had forgotten about the whole incident.
Later on April 10, officers received a call from Noffsinger. He told officers when he was at The Moon on the night of the incident, several people tried to attack him.
Noffsinger said while he was in the bathroom, he over heard some people talking about "jumping" somebody.
He told officers that made him paranoid as he walked out of the bar, so when he saw the victim walk up behind him, he punched the victim in the face.
Noffsinger said he quickly realized the victim was not attacking him and felt remorse for the incident.
He confirmed to officers that he was very intoxicated at the time of the incident as well.
Based on the evidence, Noffsinger was arrested and charged with abuse/battery on a disabled adult.
He was transported to the Leon County Jail and has since bonded out.
