The program was born during the recession with two goals - to fill up the vacant homes in neighborhoods and help families get into homes.

Since 2009, NSP has bought, fixed and moved families into several foreclosed homes.

It also acquired two apartment complexes, including Home Front - one that is exclusively for formerly homeless veterans.

"One of the requirements for the TLC is that you're a first time home buyer," said Michael Parker, the director of Community Housing. "In many cases, these folks end up actually are paying less in their mortgage payments than they were in these rental payments. So I think by and large, everyone is appreciative of the assistance that they get."

Parker says many families have already paid off their mortgage on their homes.

As of right now, NSP has five homes and two apartment complexes.

How can someone in the market for a new home get one of these houses?
