TALLAHASSEE, Fla. (AP) - Department of Children and Families Secretary David Wilkins is slated to testify before Congress about ways state agencies can help foster kids lead more normal lives.
The Florida Legislature recently passed a law backed by DCF that empowers foster parents to make day-to-day decisions for foster children and eliminates regulations that prevent foster kids from participating in sporting events, church retreats and other rites of passage like getting a driver's license or working a summer job.
Wilkins will address the U.S. House Committee on Ways and Means Human Resources Subcommittee on Thursday along with his wife Tanya, who is the state's Advocate for Foster Care and Adoption.
The sponsor of the so-called "normalcy bill", Sen. Nancy Detert, will also be there.
