TALLAHASSEE, Fla. (WTXL) - An unexpected ending happened at the City Commission meeting.

In a stunt Wednesday, local businessman Erwin Jackson, wearing a shirt with the letters FBI on it, approached City Commissioners and placed $5,000 in front of them.

Jackson told commissioners it was an actual bribe in light of the recent FBI investigation into local development deals in Tallahassee and allegations made against City Manager Rick Fernandez.

This month's emails from Commissioner Scott Maddox and other local officials were subpoenaed by the FBI.

City Commissioner Gil Ziffer says that Jackson's actions were "inappropriate": 

"Clearly Dr. Jackson has some strong views on recent City of Tallahassee developments, but coming to the City Commission meeting, throwing cash, suggesting bribery.... is inappropriate," said Ziffer. "City Commission Chambers is no place for that type of behavior."
