Ad firm: Florida Lottery Picked the Wrong Winner this Time

TALLAHASSEE, Fla. (AP) - A Jacksonville advertising firm that does advertising for the Florida Lottery says it should have been a winner.

St. John & Partners is challenging a decision by state officials to pick a new firm to handle Florida Lottery ads. Lottery officials in June announced they planned to hire Tampa-based PP+K firm for a five-year contract worth an estimated $125 million.

St. John & Partners has handled advertising for the Florida Lottery since 2009 and itself won the contract amid legal challenges.

Lawyers for St. John & Partners contend in legal filings that the Florida Lottery did not follow bid laws and rules when deciding to hire PP+K. St. John & Partners also contends that PP+K hired a former lottery official to represent them although he was not allowed to lobby.
