Drone video gives a snapshot of parts of Baton Rouge, Louisiana submerged underwater. U.S coast guard helicopters swooped to rescue this man and this little boy from the rising flood waters. They were just two of the more than 20, 000 rescued in southern Louisiana.
The federal government has officially declared Louisiana as a major disaster. More than 10,000 people are in shelters. FEMA is now on scene in Louisiana assessing the damage. An official says over 1.2 million gallons of bottled water and over 750,000 meals have been collected so far.
