A winner is now declared in Georgia’s Republican Primary run-off recount for state school superintendent.  Georgia Secretary of State, Brian Kemp, says Irwin County educator, Richard Woods, has won.  It was a close race. Kemp says he won 50.09 percent of the votes.  About 700 votes separated woods and Michael Buck, the Chief Academic Officer of the Georgia Department of Education.
