LARGO, Fla. (WFTS) - The foster parents of a 2-year-old boy who was killed by his biological mother after being returned to her custody say he was "failed by the system." 

Sam and Juliet Warren are devastated by the loss of Jordan Belliveau, who was found dead on Tuesday afternoon in a wooded area in Largo, Fla. 

On Tuesday night, officers arrested Jordan's biological mother, Charisse Stinson, 21, and charged her with first-degree murder in his death.  

According to WFTS, the Warrens said they were trying to adopt Jordan before custody was returned to his biological mother. 

WFTS says court documents show Stinson has a history involving domestic battery, unemployment and her landlord filed an eviction notice just two weeks prior to Jordan's death.   

WFTS stated they discovered through court documents that Stinson and Jordan's father had a history of domestic battery. 

The Department of Children and Families released a statement saying in part: 

“The loss of this child is profoundly saddening. We are actively working with the Pinellas County Sheriff's Office and the Largo Police Department during the course of their criminal investigation. Pinellas County Sheriff's Office conducts all child protective investigations in Pinellas County, not DCF.” 


Mom charged with murder in case of missing son

LARGO, Fla. (AP) - The Latest on a Florida woman who is accused of killing her child (all times local):

3:30 p.m.

The Florida mother suspected in the death of her 2-year-old son appeared in court on Wednesday afternoon.

A Pinellas County judge charged 21-year-old Charisse Stinson with first degree murder and one count of aggravated child abuse. She is being held without bond.

Stinson reported her son Jordan Belliveau missing on Sunday to police in Largo, Florida, prompting a statewide Amber Alert. She said a man had knocked her unconscious and kidnapped the boy. Police even put out a sketch based on her description.

After learning the man did not exist, police called her testimony "deceptive" at a press conference Wednesday morning.

An arrest report says Stinson told investigators that in a moment of frustration she struck the child, causing his head to hit a wall. The report says she then left his body in the woods. Authorities found the body Tuesday afternoon.

Police: Florida mom admitted to beating son, carrying his body to woods

LARGO, FL (WWSB/RNN) – A Pinellas County arrest affidavit reveals a mother admitted to hitting her 2-year-old son in the head, which caused him to hit his head against a wall and have seizures.

Jordan Belliveau, who was the subject of a multi-day Amber Alert, then died after having seizures. He was 2 years old. His mother admitted to taking him to the woods and leaving him there, the affidavit said.

Charisse Stinson, 21, is charged with first-degree murder and child abuse.

Largo police arrested Stinson around 8:40 p.m. Tuesday shortly after investigators found Belliveau's body in the woods.

Stinson had earlier claimed her son was abducted by a man who had offered them a ride, then knocked her unconscious and left her in the woods, WTXL reported. 

Largo Police held a press briefing about the Jordan Belliveau murder at 10:45 a.m. Wednesday. We streamed the briefing live on Facebook here.  

During the conference, police confirmed that Jordan had been in foster care and that his family was under investigation by the Department of Children and Families. Officials say DCF was out at the home the Friday night before the child was found dead. 

Later on, the child was returned to his mother's care, though officials couldn't specify when.

Police are not searching for additional suspects and believe Stinson operated alone. They were not able to confirm whether if the child was alive before Stinson carried him to the woods. 

WFTS confirmed that Stinson is scheduled for a first appearance at 1:30 p.m. Wednesday.

Mother charged with murder of boy found dead in wooded area

LARGO, Fla. (WTXL) - Police have arrested and filed a first-degree murder charge against the mother of a two-year-old boy found dead in a wooded area.

Jordan Belliveau's mother, Charisse Stinson, was arrested Tuesday night, Largo Police Department said in a Facebook post.

LARGO, Fla. (WTXL) - Largo Police just announced that the Amber Alert for 2-year-old Jordan Belliveau has been cancelled after he was found dead in a wooded area.

The Florida Department of Law Enforcement confirmed that the 2-year-old was found dead. 

Largo Police did not elaborate on the condition of the boy at the short newser although police dispatch tell ABC News that a body was found.

LARGO, Fla. (WTXL) - A sketch of a possible suspect has been released in the case of a 2-year-old whose mother says the boy was taken from her after she accepted a ride and was left unconscious in the woods.

The sketch shows a black male with dreadlocks who is about 26 years old and has gold teeth. The image has him wearing black basketball shorts and a white tank top.

The Largo Police Department is asking residents along the East Bay Drive corridor between Belcher Road and Missouri Avenue to review any privately held security footage that may have captured the suspect, Jordon Belliveau, his mother or a white Toyota Camry suspected in the case between the hours of 9:30 p.m. on Saturday and 1:30 a.m. on Sunday.

A Largo PD Facebook post says police have already canvassed the businesses.

The Pinellas County Sheriff's Office dive team is assinting in the search by checking area lakes, a standard procedure in such cases, the Largo Police said in a Facebook post.

 Florida police: Toddler missing after stranger offers ride

LARGO, Fla. (AP/WWSB) - Florida authorities are searching for a 2-year-old boy after his mother said a stranger offered them a ride, knocked her unconscious and left her in the woods.

Largo police say the woman was walking with her son Saturday night when a man in a white Toyota Camry offered them a ride. Once inside the car, the man punched her in the face and she lost consciousness.

The woman told investigators she regained consciousness early Sunday morning in a wooded area and the man and her son were gone. She described the man as black, about 25 years old with dreadlocks and gold teeth.

Police issued an Amber Alert for 2-year-old Jordan Belliveau a black male described as 2 feet 6 inches tall, 30 pounds, short brown hair and brown eyes, last seen in the area of Lake Avenue and East Bay Drive in Largo, Florida. 

He was last seen wearing a blue shirt with 72 on the front, blue gym shorts with a black and white stripe, black socks, and black and white Nike sneakers. Jordan has a partially healed cut on the underside of his chin and a birthmark on the right side of his stomach.shorts.

Authorities believe he may be in the company of unidentified man, who may go by the name Antwan, who was last seen wearing a white tank top and black basketball shorts with an "AMD1" logo. 

They may be traveling in a 2010 white Toyota Camry with a white grill, and dark tinted windows. Hanging from the rear view mirror are rosary beads and a black ice air freshener.

A Florida AMBER Alert has been issued for Jordan Belliveau, a 2 year old boy.

The boy, described as 2-feet-6 inches tall, 30 pounds, with short brown hair and brown eyes, was last seen in the area of Lake Avenue and East Bay Drive in Largo, Florida. He was last seen wearing a blue shirt with "72" on the front, blue gym shorts with a black and white stripe, black socks, and black and white Nike sneakers.

Jordan has a partially healed cut on the underside of his chin and a birthmark on the right side of his stomach.

Authorities say Jordan may be in the company of an unidentified black male, approximately 25 years old, brown hair, brown eyes, wearing a white tank top and black basketball shorts with an “AMD1” logo. He has dreadlocks and gold teeth and may go by the name Antwan.

They may be traveling in a white Toyota Camry.

A child abduction alert has been issued in all Florida counties, including here locally in Wakulla, Leon, Madison, Franklin, Lafayette, Jefferson, Taylor, Suwannee, Hamilton, Liberty and Gadsden counties.
